Every decision traceable
Every action stores the reason it was taken and the numbers it was taken on. Not a log line saying what changed — the case for changing it, kept next to the change.
The rationale is stored, not regenerated
What the agent read, what it concluded, and what it did are written down together at the moment of the decision. Asking later would get a fresh opinion, which is a different thing.
Including what it declined to do
An action a guardrail blocked is recorded with the rule that blocked it. The decisions that did not happen are usually the ones worth reviewing.
And what happens next
A change carries the interval before the same entity can be touched again, so a campaign is not adjusted three times before the first adjustment has produced any data.
